On 14 May 2026, the first training module on “Climate Change Policy & Governance” was successfully held at Hotel Park in Skopje, within the framework of the project “Development of North Macedonia’s First Biennial Transparency Report and the combined Second Biennial Transparency Report and Fifth National Communication on climate change under the UNFCCC (BTR1 and BTR2/NC5).
The training is part of a series of six priority training modules, representing a core capacity-building package necessary for the establishment and advancement of climate governance, the Monitoring, Reporting and Verification (MRV) system, transparent reporting, as well as for the future implementation of the Climate Action Law currently under development. The trainings are designed to be progressive, sequential and complementary, ensuring early political support and contributing to the strengthening of technical, legal, regulatory and sectoral preparedness of all stakeholders..
The event was opened with welcoming remarks by PhD Ms. Teodora Obradovic Grncarovska, State Advisor on Climate Change at the Ministry of Environment and Physical Planning, and Mr. Joze Jovanovski, Project Manager at UNDP. In addition, an overview of the project activities was presented by Ms. Andrijana Ristovska Kostovska, Project Manager at IPECC.
During the training, participants had the opportunity to gain insights into:
- climate change policies and processes under the UNFCCC and the Paris Agreement;
- monitoring and reporting of climate actions;
- international and national climate commitments and their alignment with European Union policies;
- the state of climate governance and the Monitoring, Reporting and Verification system in Republic of North Macedonia;
- the importance of communicating climate policies and reforms to the wider public in language and terms understandable to ordinary citizens and young people.
The presentations and discussions were led by experts Ms. Danijela Božanić, Ms. Elena Gavrilova Dimitrovska and Ms. Elena Simonovska.
The training enabled a constructive exchange of experiences and views among institutions and experts, contributing to the enhancement of national capacities for climate governance and the fulfillment of transparency obligations in the field of climate change.
The training was attended by around 50 representatives of relevant institutions, members of the broader climate change project working group established by the Ministry of Environment and Physical Planning (MoEPP), experts in the field, and the responsible parties involved in the implementation of the project.
The project is implemented with the support of the GEF, with UNDP acting as the executing agency and the Ministry of Environment and Physical Planning as the implementing partner. The Institute for Good Governance and Policies in Environment and Climate Change – IPECC Skopje is one of the responsible parties involved in the implementation of the project activities.
