The Ministry of Environment and Physical Planning (MOEPP) and UNDP are implementing the project “Development of North Macedonia’s First Biennial Transparency Report (BTR1) and the combined Second Biennial Transparency Report (BTR2) and Fifth National Communication (NC5) on climate change under the UNFCCC” – (GEF Project). The Institute for good governance and policies in environment and climate change IPECC – Skopje, starting from April this year is appointed as one of the Project’s responsible parties for implementation.
The objective of this project is to assist the Republic of North Macedonia in the preparation and submission of two important reports for fulfillment of the Enhanced Transparency Framework (ETF) requirements under the United Nations Framework Convention on Climate Change (UNFCCC) and the Paris Agreement (PA).
IPECC’s interventions are aligned with the GEF project objective, to enable the Republic of North Macedonia to prepare and submit its BTR1 as standalone report, and BTR2 together with the Fifth NC as a combined report, focusing on strengthening climate change governance. These interventions are designed to provide a clear overview of the current state of climate governance and the MRV system within BTR1, lay the groundwork for capacity development actions, and demonstrate tangible results through BTR2/NC5.
Therefore, the IPECC Team in cooperation with MOEPP and UNDP is conducting a comprehensive assessment of the state of climate governance and the MRV mechanism. The project’s capacity development interventions will be designed based on the findings of this assessment. In consultation with MOEPP and UNDP, IPECC will also propose the three most urgent bylaws derived from the draft Law on Climate Action to be developed under the GEF project.
Additionally, a detailed Report on the synergies between the GEF project and the EU Green Deal and Western Balkans Green Agenda will be submitted, highlighting possible areas of alignment, and funding opportunities to enhance the implementation of adopted climate policies, aligning with the objectives of both initiatives.
Through these coordinated efforts, IPECC reaffirms its commitment to supporting North Macedonia in strengthening climate governance, enhancing transparency, and aligning national actions with international climate goals.
